Just two months before September 11, 2001, the Bush administration was faking a successful test of their much desired but moribund “Star Wars” missile defense shield:

The rocket…was carrying a global positioning satellite beacon that guided the kill vehicle toward it…the wire service quoted a Pentagon official who "conceded that real warheads in an attack would not carry such helpful beacons."

The multi billion-dollar Pentagon program and neoconservative pet project then, in the flurry of post 911 world changing, disappeared from general view until December 15, 2004:

The Bush administration's effort to build a system for defending the country against ballistic missile attack suffered an embarrassing setback yesterday when an interceptor missile failed to launch during the first flight test of the system in two years.

Then a few months later on Feb. 14, 2005:

A test of the national missile defense system failed Monday when an interceptor missile did not launch …the interceptor missile was to target a mock ICBM.

Barely two convenient weeks ago the hopes and dreams of defense contractors and their neocon enablers soared with news from a highly secure and media-free flotilla of Aegis guided missile cruisers bobbing on the blue Pacific:

The Missile Defense Agency and the Navy conducted a successful "hit to kill" missile defense test June 22 off the island of Kauai, Hawaii.

Immediately the very practiced kleptobureaucrats of the Bush maladministration assembled this one tissue-thin “proof" to cushion a rare declarative sentence from this morning’s latest installment of "Bush the confidant war CEO”:

"I think we had a reasonable chance of shooting it [North Korea’s Taepodong 2 ballistic missile] down," Mr. Bush said.

Ah, yes.
The universal human desire for life, liberty and “a reasonable chance”.
